The great thing about the old staff system was that we had Junior Admin. People who could and would ban when the Admin weren't around.

In my opinion we should have the more trusted users of the staff to have the ability to ban so it's more efficient and less troubles.
JA's are possible...They are not needed...There are other workarounds to banning that all staff have access to...People who evade these work arounds will find ways to evade bans...Anyone who wants to be a jerk, will be a jerk regardless of what staff is online...

That's what I'm trying to say though, in my opinion some Staff members should be able to ban because the Admin aren't always around.
Although some users will always try to be jerks as Iron_Forge said, I still think most of the time it would be useful.
Just my two cents.
I liked being a junior administrator...it was a step up from moderator, allbeit a small step, but having an active member who could ban was good for the forum.
I remember a long time ago before any active admins at all...it was utter chaos, I'd hate for halomods to go back to that state. The JA program defiantly fixed that for the better at the time. Things seem to be running smoothly now a days without it though.
I think it would be a good idea if some of the moderators that have been doing it for a while and know what there doing to become JA and then have half of them replaced with newer moderators or just the first part.

We don't need more staff. The current staff have absolutely no problems handling the forums. Junior Admins wouldn't be anything other than a fancy title. Things are fine how they are.

But didn't JA could ban people or are the mods fine with RC people?

The Reader's Club basically serves the same purpose as a ban. As I_F said, if people want to create new accounts or change their IP (be annoying in general, etc) they will. Banning wouldn't fix any problems that couldn't already be fixed by the Reader's Club.
you guys need to come up with a better banning souloution but i think ip banning would be the toughest and anyone can change their ip if they know how like you said

All I'm saying is that there should be a couple of the Staff who have the power to ban.
Not to give them some stupid rank/title/whatever, everything would be the same only they would have the power to ban.

From what I can tell, CH's ban control only lets you ban a username, or an IP...The option to give reasons no longer exists...There also is no way to browse through the list of names and spot people who were "wrongfully banned", which quite frankly, should never happen anyways if the JA's were chosen wisely...
In my own experience, no one ever looked at the ban list...It would be common to go there, and see bans that expired a month ago and still weren't lifted...
The RC on the other hand, gives the user a chance to PM staff and ask why they were RC'd (assuming the staff who added them didn't PM to tell them why)...This would instantly provoke the staff they PM to look at the user notes, and validate the RC...It's a much faster process of self moderation of the staff...
I agree that some members should be banned...But the RC was created to be able to instantly solve problems by any staff...I would say at least 90% of the bans are for people who posted something in-appropriate and against the rules in some way...The RC shuts them up just fine, keeping them from re-posting the material until an admin can get around to the ban...
If a swift banning is in order for some reason, it's horribly in-efficient to add the ban request to a thread, and expect it to be filled within an hour...If they need to be banned that quickly, you're best bet is finding an admin...I dunno about the others, but if any of you actually tried, you could get ahold of me...Just no one ever tries...
