Because that what the average Xbox user has.
They stated time and time before that they will not ship out content that does not look good on HDTVs, as well as TVs running in 480p and lower.

and the reason it is called tombstone is because on halo 1 the description of the map is "Tombstones for all"

how much you wanna bet that the map originally the squares are supposed to have Spartans under them....or covenant....who knows

....because all Spartans in the story don't go KIA they always mark them MIA

That would be because the Spartans are the only thing holding the USNC's moral together, and the news that they are getting killed is not good. Most of the Spartans that are marked as MIA are, in reality, KIA.
