How do u make BG with bipeds that dont move

im wondering one time i went into BG server and saw bipeds on the roof of base how do u put rm in map???
I luv Mapping and SKinning!

follow jaharain's model rigging tutorials
(when putting them in sapien go to objects>units>bipeds)
