is there any 3d programs other than MS3d or 3DSmax

yes, but 3DS Max is basically the only real program you can use to create maps for halo.

Blender, I believe. But it takes forever to get used to that.

Maya and Milkshape are pretty good. Softimage XSI is another decent one.
