HELP!

Just watch this vid..

When i open the layer properties window, it gets tuck up top and i cant lower the opcaity or hit ok or put drop shadow on...

Can you right click on it and click "move"?

Or press Alt+Space at same time, go to move, maximise if you can, and whatever other tools there are. If that doesnt work try going onto your desktop, going to properties, click on appearance and change it.
