How do you make a ui?

How do you make ui's? I want to add an amazing grace soundtrack I have and I want the place to be mt. rushmoore. Can someone tell me how? And if it involves HEK, can someone link me to HEK?

they told me to learn how to do this stuff. I want you CE guys to teach me, so I can make the ui, save it, then CE - PC convert.
