Sniper Problem

I have a problem with the sniper, when I zoom in, its all blurry and I only see one color, but when my bro zooms in, its clear, and his decals are on, and mine arent, and that is what im asking,
Is it the decals, If so,
How do i put them on?

ya, i have had that problem too, the stupid sniper aiming system is so dumb, you shake and shake and shake....... it messes you up.
