Hello, I have a slight (visual) problem,

However many times I set the 'Video Settings' for CE to the highest, they always turn back. This prevents me from not seeing things such as fire from flamethrowers, small fire on plasma grenades, bulletholes, dust from frag grenades/warthogs/rocketlaunchers, etc.... Is there any way I could fix this WITHOUT having to upgrade my video card?

Try this. If you remember when you installed it it asked you if you wanted to start in safe mode or if you wanted to continue anyway. Well your soposed to click continue anyway. When you click continue in safe mode it disables those effects so that halo will run faster. So if you reinstall halo or halo custom edition or both and when you run it click continue anyway. I hope this helps.

Thanks for the quick response, I've always clicked continue anyway and I'm going to try re-download of CE now.
