Where Do I Get The Latest weap.ifp plugin?

I am using this tutorial - http://files.halomods.com/viewtopic.php?t=55243 I cannot move any further on it until I receive this new plugin. It gives a link to haloplugins.com but there is no weap.ifp plugin on that site. So if someone happens to have this plugin or know where to get it would you please post here? My AIM sn is...
