It could be a firewall or maybe your antivirus software

Change your computer's IP to 192.168.1.101. Than try connecting.

Note that his network is not on that particular subnet.
His is on 192.168.1.***.

Most people do not setup DHCP servers to begin at anything other than 1. (Although I have mine starting at 50.)
So I am going to ask if 192.168.1.100 is really your Xbox's IP. Is it?
Make sure it is not your PC's.

Also, please pull up Command Prompt. (Start>Run> "cmd" [Minus the quotes.])
Once Command Prompt is up, please type in "ipconfig/all". (Again, minus the quotes.)
Once the results have been displayed, please take a screen shot, upload it to TinyPic, and then post it here.

One last thing, please post what your Xbox says your IP is, and whether it is DHCP, or static.
