DDS vehicle questions

I am wondering about the vehicles in maps that i download. There not changing from the .ppf.

Say for the moon map the vehicles have lights on them but not in the game when i play.

That map also comes with DDS files for warthog and ghost but i dont no how to use them. What program and how do i apply to that map.
