I believe that you will be able to change the lighting in sandbox.
Obviously there are the small red and blue dynamic lights above the bases.
But also notice the warthog shadow (not stretched as it would be with the sun in that position) and that the rest of the map is dark, which leads me to believe that the light source is one set in forge.
Though the fact that the light ends right at the border of the map (the batons marking minefield) makes me doubt this.

Wow, I just wound up playing GTA IV multiplayer for 8 hours straight. All of us had been playing so long that two factions were created, the Mob and the Gangsters. Eventually there was a conflict and we all wound up fighting for a bar (A really cool one, a perfect headquarters for a faction). It was so fucking fun, the battle raged on for almost an hour in front of that bar. Then some guy in a helicopter rammed right into the front door at a very high speed, and killed everyone in it. The gangsters epicly won the bar, it was amazing.
