I wouldn't toouch MultiEdit with a stick tied to a stick.
I might be able to help, I have IMG tool and DFF viewers along with other whatnot. I also have both games on PC.
If you're even thinking about doing all of VC in Halo, you are INSANE. Halo couldn't handle even one of the islands without some incredibly good portal placement. You'd be better off with GTA3. Not only is it reasonable, the map is better. It actually has 3 dimensions. Vice city is almost completely flat.

My "version", you can kinda guess how I got it, didn't come with an IMG file.. god I feel like an idiot. Anyway, I'll try to extract the models, but when I fix my powerhouse comp, the MEdieval MAp PAck with Katarn is my top priority, maybe when we get some progress on that, (maybe after a week hard at work), I'll get hard at work on this.
