Applying Mods?????

I am a complete noob at modding. Ok so I have all the tools I need and the mods I want. (the mods are .ppf). When I go to HHHT of PPF-o-Matic and apply the mods it works but when I go and try to play the game the mods are not applied. Is there some sort of fail safe or fire wall that halo has that is inhibiting me from applying mods?????

i don't know but I have tried every thing I am guessing there is some sort of anti-hack thing installed that is not letting me go and mod halo
