Error in tool, "./toolbeta.map"?!?

It gives me this error when i enter in
"tool bitmap levels\new map\bitmaps\map_water"
in the command prompt while tool is running.
this is my first map so it could be something obvious, so please help

dont worry, just leave it to do its thing,
/toolbeta.map appears for everyone, afaik it was a map which was made to be used when making/testing tool to see if everything works, and it wasnt fixed for the final release

my problem is though, that when i try to use tool it comes up with a message saying "Couldn't read map file './toolbeta.map'" and it doesnt do anything when that message comes up i still can't figure out what the matter is. Could it be because i am using cmd instead of the command prompt?

i left it for 10 minutes and it dosent make the tag

CMD *IS* the command prompt,
you must not be creating tags right, but the toolbeta error ALWAYS appears.

where does tool put the tags when its done?
i know when you make the .map it automatically puts it into your maps folder
