Tural, I'm glad you have looked into this and I respect what you are doing on behalf of anybody with the intelligence to use something like this...especially for the right purposes. I hope to see this work out for the better, which could go either way. I'm not going to give much input regarding on whether it should be here or not because I am in no way capable of making a good argument.
I will say that since, according to previous posters, the resigner(s) have been posted around the internet somewhere. I'm not so sure, posting here would change much at all. If people are already here, then they find out there aren't here but rather somewhere else, they will eventually go find it by searching. That part would be inevitable. So the resigner(s) being here or there really, in my opinion, wouldn't be much of a difference.
Personally, i'd like to see it posted here. I would like to see some kind of security measures taken to help prevent the destruction of XBL. I can't give ideas or input on that though because I can guarentee it's already been thought up or not possible.
So hopefully, everything works out for you and your cause!

I've been here at HaloMods since the days of Halo PC Hex Editing, so I've seen some of the glory days.
Honestly, my opinion matters nothing at all here, because I don't have a way to connect my hard drive to my PC right now, but here's what I think.
I've seen the way people have reacted to the lack of aid (concerning CON tools, mainly) to the new people around here. A lot of it is noise, but some points are valid. If you don't offer the community a way to mod, how can they mod? Sure, learn, but sometimes it is a bit difficult. I personally would love to learn all about the inner workings of the 360 and how to do all this. I even know how to program a little. But no one is really willing to teach, and the path to learning it all is somewhat a blind run. Once we learn about all the different types of value storage containers like ints and the like, what next?
I'm ranting, so I'll pull myself back on track. Point being, you're right, the community is pretty dead without this tool. If it is already public, which I'm pretty sure I've seen something like it on a certain FTP site that is very popular with xbox modders, then it is already public, and anyone who is really determined enough can find it anyway. However, what really needs to be weighed is how many people out there will abuse this ability for the wrong reason. And to be honest, I don't know how large the negative impact will be.
So in conclusion, my opinion is to go with what you guys as the Admins think is right for this community. I will most likely not benefit from either decision. But I will say that either way, there will be a negative effect.

As for the question at hand...it's really one big stale mate. Either allow it, and have to deal with moderating the topics related to modifying stuff not related to forge variants and films. Or, not allow it, and have to deal with moderating it all anyway, and continue to close\delete threads from users who can't flipping read.
IMO, Microsoft have only themselves to blame in this situation. They should have ordered the chicken...
In my opinion, publishing a container resigner would be the breath of life that this website needs.
Ever since the decline of Halo 2 modding, this site, as everyone else has probably noticed, has been dying. Respected members are leaving the community, other members are visiting less and less frequently, and those looking for a new chapter that is Halo 3 modding are stopped right in their tracks.
It's either now or never. If Halomods does decide to publish a container resigner, it will live again. There will be a huge surge of members getting to mod Halo 3 for the first time, learning the territory, becoming skilled at it. The site will flourish again and go back to being the same Halomods everybody loved.
Of course, there is the downside of cheating. There will most definitely be a rise in Xbox Live cheating, and a large surge of members coming to our community simply looking for an advantage on Xbox Live. It will be bad at first and may even require a patch, but the end result will be similar to how Halo 2 modding was dealt with, if not even better.
If Halomods decides not to release/publish the container resigner, then we may very well lose the rest of our community that is lingering with the hope of Halo 3 modding.
On top of that, the cheaters will probably get ahold of the container resigner ANYWAY. There have always been leakers, and there always will be.

I'm sure Bungie has some dirty tricks up their sleeves to deal with the cheaters, especially after what happened in Halo 2.
I'd have to agree with x088x, this site could use something new, and Halo 3 modders could create some awesome content.

If they didn't mean much, people wouldn't be having them stripped and their accounts banned for repeat offenses. It's exploitation of content, cheating, which we do not support or condone. And as far as I know, the hash table is universal to the CON format, and they would all be rehashed the same way. And for the third time, people need to stop with the "Well, people do it on other sites" crap. That is not what this is about. We are talking about Halomods, what it stands for, and what it values. We don't give a flying fuck about other sites. Other sites cheated in Halo 2, does that mean we should? No, that's stupid.

Now that you can't really stop it anyway...look at the positive side. Now that more people have access to it, we could expect more to be discovered...I'm pretty sure there are many people going to push the engine to the limit...maybe there are going to be some interesting discoveries.

I can tell you that none of the irresponsible people know how to do that besides gamesaving. They're too busy trying to mod Halo 3 content files to mod anything else. Plus this probably won't be done until somebody releases a tutorial. Modding of other games content files most likely won't happen unless somebody actually starts researching which I doubt any people are.
