No. The resigner in Johnson only fixes the actual playable .map file's CRC checksum... It has absolutely nothing to do with Forge maps.

OK, well, modding via hex is totally new to me, so please bear with me. The most I've gotten so far is that the CON file vs the extracted file both contain the same data, only the con has the added header information. The halo-related info begins with the string 5f626c66. There appears to be a repeating succession of 00 bytes followed by a succession of ff bytes. I get the feeling these stand for what spawns at a given point? Let me know if I'm way off track or if I'm moving in the right direction please!!

You're wrong.
If you don't have a basic fundamental understanding of hex editing, do not start with forge files.
