try editing some weapon effects or something like a new grenade explosion idk try something... new

You don't need graphics programs to mod. Look into PMI'ing, SP-MP conversions, etc. Just scroll through the Halo PC Tutorials section and read up on anything you think sounds cool. You'll advance quickly if you do this.
