There are certain effects that can only be replicated via DX10 that just happen to be included in the Very High settings' configuration files, but there are also many other things (such as e_obj_quality=4, etc) that change the quality of the game that can be done in DX9. Don't let it fool you in to thinking DX9 can produce the same things DX10 can.
