It doesn't, but it says that a sig must comply with HM sig rules, so the file size rule falls under that.

The file size rule for signatures is based on convenience, it is the users choice if he wants to look at a signature in this topic.

The rules for EVERY contest are subject to change. Review each week's rules before making your signature. I can't make the rules more clear than they are.
