Using CE Cheats to Test a Map

I read the forums HEK FAQ and I can't seem to use the map-testing cheats as quoted and outlined in the post.

I got everything to work and I found out that you need to press "~" to access the cheats, but...

How do u not play Halo CE online, since that seems to be my problem?

When you go into multiplayer, only one option will be enabled: Create Game > LAN.

Use that, it starts a one-player LAN server.
