Inserting a new panel in a map
Is it possible to insert a new, single panel on the wall in only one spot on the map?
I know if you edit wall textures then every section in the map that uses that texture changes to the new one.
I want to insert a semi-large white square on the wall, in one spot, in a base (which I would put text on it that state the server rules).
Is this doable?

Hmmm. I thought if you edited bitmaps of scenery/weapons/etc. and ran it off a server that others who joined the game in the server would see the new map. Am I wrong?
So basically you can only edit the existing scenery, and not create new ones? (Is this correct?)
I ask because I was thinking if another way might work....like if you modelled a new piece of scenery (like a flat sign, around the size of the normal stumps found in the map), and injected it into the map (would that work on a server...as in, others would see it?)

So I edited the colour of the concrete base in the dangercanyon map.
Loaded halo up and opened up the map and it worked fine.
So I then opened up a multiplayer LAN game on my desktop (with the same map) and I used my laptop and joined in the LAN game....and the changed base colour didnt show up on the laptop's game.
Now I know this is probably a dumb/noob question, but why wouldnt it work?
If I were to host this game map on a server, like gameservers.com, would this edited map be seen by anyone who entered into the game?
I ask because I've played in servers that have added teleports, the weapon settings are modded, and that aspect seems to work for everyone who joins in the game.....so why wouldnt changing the colour of the base work?
[Again, its probably something really small that I forgot to do or missed....LOL]

this is the halopc section so we must be talking about modding a halopc map right?
unless im wrong there is no way to change and textures for everyone to see since they are using their own bitmaps seeded in their halo directory on their computer.
what do i mean by this?
you mod a map. you mod your bitmaps. you upload or host that map for people to play on. people will see somethings like new vehicles or moved scenery and such but THEY WILL NOT see and texture updates unless they mod their bitmaps file also.
only you will see it.
if order for this mod to be possible your going to have to make the new plane as you said. then make a gfx for it being your server rules. then set the plane in place and seed the gfx on it. then you have to make sure its joiner friendly or people will get exceptions when joining. then you have to release the bitmap for people to mod their bitmaps. then they "may" be able to see your rules.
in ce this would be simple but not for pc.
look at it this way...
i have a flame skin on my hog. i come in your server.. do you see my skin? no. why? cause servers dont require the bitmaps on the server side end. its client side. if thaat was the case if you had a server with 16 people people all with hogs skins then whos do we see?

the idea has been thought up before but its only good for ce mainly and the best and easiest way of doing this is investing in keyboard express and setting some macros to post your server rules using in game chat.
go to any good racing server and try to camp or sniper and youll see what i mean.
didnt mean to shoot your idea down but im trying to save you a headache.

I'm also not worried about the headaches involved with trying to solve this (if possible at all).
