When you're firing at someone, you're generally looking at their upper body, head/chest etc. When you melee, you use your arms. When you try for a headshot, you aim for their head. When you are firing at their body, you're shooting at their chest.
I do not recall a single instance where I purposefully focussed on my oppositions legs/feet in a competitive scenario with any intention to win.
But to answer your original question; Yes.
