Its really based on preference. The best program to use would probably be Photoshop CS2.

Photoshop is what you want to learn. Cost quite alot though, and elements leaves some things out that you mite need later on. So if you got the money then go ahead and get cs2. If your looking for free then get GIMP. The interface will bother you probablly but if you use it for a while you get used to it.

i suggest 35mm and photoshop. gimp is free though.
