Stupid faulty link.... i'm new and need help

i'm totally new at this hex thing and on the tutorial said to download the "offsets" off of the link; http://66.98.159.194/~iron_forge/offsets/retail.php and it doesnt even work!!!!

what the heck man

how am i supposed to do the tutorial if the frikin link doesnt even work?
well tell me if im not doin somethin right or somethin
