Hmm, thats odd, as if you look under the BSP the water surrounds the enitre map. What did you use to change hte water level?

Umm, in Headlong, i was told you need to apply Greennc's skin to the water and it can change the water level, then you just hex edit.

no thats just to skin it but all you got to do is open up a map with water in entity then go to the sbsp tag and scroll down to the very bottom and change the water level

he's right, you need to inject the bitm that greennc used to get the water to cover the entire map. The location that the water covers is determined by the bitmap, and on most maps such as zanzibar, water just covers the whole map because the point where the water lies is the lowest point in the map. However in headlong, if water covered the whole map, then most of the map would be underwater, so they had to limit the area it covers by altering that bitmap, but if you inject the bitm that greennc used it removes the limitations and makes the water cover the whole map.
