is there a way to make the glass on beaver creek alwasy broken?

If it's part of the BSP, you could make it so that all the weapons make no effect upon impact of glass, and that all projectiles penetrate it, and null out all the shaders for the glass. Then, it will seem like it isn't there. You could do it in a goldberg kind of style by placing a weapon, with drop trigger lock and facing the direction of the glass, and making the projectile do 0.0 damage to all materials except glass, which will break all the glass at the start of the game.

Well... I think a logicall answer is it would be a permutation of the bsdt or the specified hlmt of the bsdt...

Well to do it MT's way you could add four more Itmc tags and change the depedency to like a BR bullet and move it with Entity under the glass and set the respawn time to like forever so it only shoots once to break the glass.
