DotHalo Error PLZ HELP!!!!!!!!!

ok well i extract dothalo then i go and double clik on it and it says:

DotHalo.exe - Application Error

The application failed to initialize properly (0xc0000135). Click on OK to terminate the application.

You need to download the .NET framework 1.1 form microsoft.com
