How was the hmpi NMP_CXE installer programmed?

It can still be downloaded here www.angrycamel.com/xbox/NMP2-CXE1_With-HMPi_Final.rar I have been up all night trying to figure this out. I thought macromedia/shockwavethingy were just for flash on websites. what tools would i need to program with this kind of interface? can anyone please help me?
