does tool come woth HEK? if so i didnt get it!

Post a link to where you downloaded your HEK.

Additionally, go into your Halo CE folder (by default, Program Files\Microsoft Games\Halo Custom Edition\), and look for a DOS application called tool. That's tool.exe.

Download Hek+, update to the latest version, and use the built in TOOL GUI for easier use.
