Lights Out Mod and General Inquiries

Greetings,

Not wanting to be totally ostrasized from the get go I have made an effort to read the pertinant material BEFORE asking stupid questions. Thus far, unless it was written in techno speak of such a level I cannot understand, my questions have not been answered so I submit them here.

First off....

When a map is modded how is it distributed? Do those who wish to play need it download or, if the map is uploaded to the server(or at least the PFF) do all players recieve it automaticall?(From what I've been able to gather it's the former rather than the latter but I wish to be sure)


Secondly, and this is more specific...

One of my particular favorite Quake mods from way back when was ...I think called lights out. It was all the same old maps only...99% of the light sourcing had been removed. All we had were flashlights to see by. Made for very scary hunting with only flickers of light, explosions, screams and gunshots to guide a player.

Has anyone thought of doing that? How would one anyhow?
I was thinking the only real changes would be endless flashlight power, and, for outside maps, varying shades of black instead of auniform darkness unlike inside maps.

Finally that IR mode for sniper rifles would have a purpose too.

I'll keep reading but I'm already quite lost.

1: the ppf files are distributed at a site like this one, and thus u need the mod from here to play on server

2: this has been mention a lot, people still are trying to kill most of the light, its rather hard you see...
If your significance is that but significant then is there another with significance?

Care to elaborate? How hard? Based on what I've read the majority of editing is done...with Hex Editors correct? If so I can understand how removing light sources and then lowering the actual brightness of various areas might be tricky. Though I'd like to be sure.
