NPC's Driving Vehicles

I've been working with insolence recently and i have converted masterchief into a hell jumper but everytime i try getting into the pelican or shadow, it will not let me. I assume this is because the NPC is not supposed to be able to drive these but i was wundering if anyone knew how i could make it so they could
