Weird error when trying to start DotHalo

Or, any program, like Insolence. I upgraded my machine from 2000 pro to XP Pro SP2, and when I try to start DotHalo or any modding program, I get this error:

So then I searched google a bit, and I read that my account might not have administrator rights. I checked and I do, heres proof.

Anyone know what might be wrong? I re-installed framework, ran windows update, everything.

Check If you have the SDK version of .NET Framework as it does not work
also Of you are using the beta of .NET framework 2.0 it might not work

How would I check for that? Add/Remove programs?

edit: Ah, I found it. I'm uninstalling it right now.

"Microsoft .NET Framework SDK 1.1"
