How do u put downloaded tags in game

If I dl somthin how do you put it ingame like an ATV or dodge viper or corvette i need to put it ingame

were these tags compiled in tool andready to go or are they models?

it didnt have a mod file it only had 20 other kinda stuff like vehicle files and light files and more
