Tool help... My command prompt sucks pleze help!!!

I cant figure out how to run tool stuff, because when I open command prompt, it starts with a base of:

C:\Documents and Settings\[my name]> ...

Why wont it start with just C:\ or whatever, so I can type Program Files\Microsoft Games\... so I can do my map?? Why Is THis?? ?!?! How Can I fix THis??!?! THANX!!

Copy the cmd.exe file from WINDOWS\system32\, and place in the Halo CE folder.
