active camo

I know this has been asked like 200 times but not a single one i've seen has clearly answered. So, here goes. How do you make a vehicle (or anyting for that matter) have the active camo distortion. Will someone who has done this please tell me how you did it.

what do u change to the camo rasterizer, the bitmap, the model, the vehicle, what?
