Well, you need Halo CE to play the custom games, and HEK (Halo Editing Kit/3ds max 6 - 7 to make maps. Go to www.halowiki.com for tutorials on how to map. And if its for Halo 2, simple go to files.halomods.com and go to the Halo 2 section. You cannot make full maps, but i believe you can mod current maps. All info on it should be there.
