That really depends on which you get. Both are available, but internal cards are much easier to find. I'd go with an internal one for the sake of not having a bunch of extra stuff hooked to your box. Beyond that, the decision will be goverened by just how much you want to spend, what else you might want the card to do and just how well you want it to perform overall.

I just built myself a new computer and dropped a $300 vid card in it, and I'm pretty sure it has capture ability, but since that wasn't a priority for me, I haven't really looked into it.

For some more info, you might also try poking around http://www.animemusicvideos.org. The people there make music videos, and to do that, a lot of the time they need to have a capture card. Here's a couple of links from that site.

This is a good guide to making a video. Even has a section on capture cards.

Thisis the Video Hardware Help section of their forum. Feel free to join so you can ask some questions, but remember to search for existing relevent threads first.

Lastly, there is the guide on Using Video Game Footage. The "guide about how to grab that video footage only available on game cut scenes."

These are probably not exactly for what you're wanting to do, but I'll bet they'll be usefull none the less, especially if you're planning on using cutscenes in a vid you'll be doing.

That is a very useful section of information I have used those guides many times and have referred people to them, I think of them as very useful hope you will too.

thanks, i'll keep an eye on those sites and because i know nothing about these things would the MSI VOX EXTERNAL USB 2.0 TV TUNER/VIDEO CAPTURE CARD be a good one to get or would the AVerMedia DVD EZMaker USB 2.0 AGP 4X Video Capture Card be better. sorry for the caps it was a copy and paste.

I'd go with the MSI VOX External TV Video Tuner/Video Capture Card since it seems to be more along the lines of making game videos while the AverMedia DVD EZMaker USB 2.0 AGP 4X Video Capture Card looks more tuned towards making movies from previously recorded footage. Either one will work of course, and that's just my opinion after doing a couple of quick Google searches.
