Insolence & Serenity help... Debug error.

Well I am trying to run either of the two programs I with either or I get these errors.

Anyone know what might be going on?

i downloaded these programs too and i got a message saying....

"The application failed to initialize properly (0xc0000135). Click on OK to terminate the application".....

when i tired to start the program

can anyone help me please?

He is refering the the microsoft dot net framework. google it and download the latest.

ok i did that but the same message poped up

idk if this has anything to do with it but....

when i click on the link for serenity and insolence it takes me to a page full of
crazy symbols and when i save the page as some thing it comes out with windows media player icon and when i click on it trys to start with WMV. After i extracted it i try to click on the insolence.exe and then i get the message.

Do you just have Insolence.exe? or is there some other files there like Xceed.SmartUI.Controls.dll and a plugins folder?

yup i got that stuff
but when i click on those it says

windows cant find regsvr32

this program is in need for opening files of type 'DLL fiel'

type in the exacutable file to be used in stead
