You have to open up the map in hmt, go to the weapons tag, choose the rwarthog gun, then on the right, scroll down until you get to the dropdown menu that says projectiles (or something like that), then click "0" and change the ROF (rate of fire) to something higher, and change the number of rounds used per shot to 0.
