No, that program just changes the HEX header back and forth so you can make minor changes in HMT.
It's incredibly useless, because what the heck can HMT do compared to the power of the HEK anyways? It just edits compressed tags. You have a lot more options when the tags are uncompressed anyways...plus you can't even play the map online because of CE's anti-cheat checksum. Pwnage!

I just wished that people would actually STOP modding PC, because it gives even normal PC players a hard time to play online. So many glass-hackers, zoom hackers, skin hackers (glowing green channel multipurpose), and modded servers. Gives a hard time to even PC players. They should use their creativity in something good. Perfect example is H2CE team.
