CAN USE ANY OF THE TOOLS

ok im a total noob at this modding stuff (not a halo tho) and every single tool i try to use it tells me that it cant open because of a dll file is missing. can someong please help me with this i realy wanna make some mods but i cant. do i need halo pc instaled? or is the demo version enough. does the dll come with halo pc? please help. the dll is mscoree.dll is there a download for it or something???/

I believe you need the .NET Framework installed. Download it from the Microsoft website. Also Im not sure if the modding tools work with the demo.
