Well, I am remaking the tank *sigh*. Turns out it had like 17,000 polygons. I don't know any way to make a low polygon model. So I am remaking it from one whole model. Instead of a bunch of diefferent models modeled then placed on the tank body as z buffered triangles. Well I need to know a way to make an extrude to get this part of the tank pop out of the top of the tank. Pics:

Just make some cuts in it, and it is easiest to place the cuts in perspective viewport, with it on wireframe, and ignore backfacing on. Then you just extrude

or you can tesselate...but u want a low-poly model...

Just right click, convert to editable mesh, right click on it again and click Cut polygons and cut away.
