Photoshop Wont Load .dds Files

I think there is a plugin or something I need to get for photoshop to open up the .dds files. It wont show up on the open screen. Can somebody tell me where I can get the plug-in? Thanks.

do u have to have a certain photoshop to do the skinning? I have photoshop elements 2.0, can that work??
