HEK wierd install

Maybe somone fixed this now?

When I run the HEK setup it says cannot find a DLL.

If I put in the setup.dll from my halo in the folder with the setup it goes to the Halo PC setup screen. It doesn't install anything if I press install. It just says
"INSTALL COMPLETE!" right after I press it.
What gives?

I have
Pentium III 800mhz 256mb RAM
Windows 98 Second Edition
Nvidia GeForce4 Ti 4200

could just be that it cant run in Windows 98 SE, because i also cannot install HEK on my computer and i have Win98
