Tool.exe Error

Hi,
I have encountered an error in tool.exe which i hope one of you know how to fix, because i have no idea what to do,
After i command tool to make the scenario files it gets most of the way then says

Code: Select all

couldn't allocate final cluster mirror.

Please help,
