Server Message of the Day?

How do I set up a "Server Message of the Day"? I've searched through these forums, through the documentation from Bungie/Gearbox and found absolutely nothing. Do I have to be a dedicated server or can I do it in regular play?

I think it only is supported in Dedi servers, but you can still give rcon control over a normal server, try that.
