Halo CE is Halo Custom Edition. It is a program which needs your Halo PC Disk in it. Search on Google for the file. Once you install it. You can put maps into it. I recommend gets the maps from www.files.halomods.com. Once you download the map files, you'll need a zip file. Now once you download it. Open the file and pull out the map. Now move it into the map file.. This is mine:
C:\Program Files\Microsoft Games\Halo Custom Edition\MAPS and send it into there. If your Halo Custom Edition is running. Restart it. Go into multiplayer and into create game, and you will see it. Also, i recommend testing the map, and getting used to it.

I hope this helps :)

You need to get a program that can open .rar files, like winrar. The .map file is inside of the .rar file.
