x13igDudex12 made a tutorial about how to make water.If you followed his tutorial you would notice that the results aren't that good(methinks).So i'm gonna show you how to make it with fog under it so you can't see the ground and how to make it look better.
3ds max
In 3ds max create a plane.It can be bigger\smaller go trough things it doesn't matter.Now copy the tif file "water mask" from the directory levels\b30\bitmaps to your map folder like levels\testmap\bitmaps and rename it to "water".In 3ds max rename the the category to "water!$" without quotations.The ! is for halo to know that it is water and the $ is for the fog.Now apply the bitmap and export the map.Convert the bitmaps in tool.exe and copy the tags\levels\b30\shaders\water.shader_transparent_water to your shader folder under for example tags\levels\testmap\shaders.Then compile your map.
Sapien
Open up Sapien.In Sapien you will see the water but no fog.So go under
cluster propesties the palletes and then click fog pallete and then click new instance.On the right side something appeared.Click on it and in the properties pallete rename it to fog and then click the three dots and then tags\levels\test\deathisland\water.fog.
Now back to the hierachy view go to fog and select where it says none choose fog.In the game window you water should be now sorrounded by a green thingy.

very nice but i got a problem i have a dark bit in the middel of my map who do i get rid of it?
