It seems you forgot the trigger charging function...which essentially is what makes the Spartan Laser a Spartan Laser.
Renaming tags in Insolence completely screws all tags names if the new name is different length.
The Entire Tutorial could've been done in Entity...aside from renaming the [weap] tag.

Umm. Im 100% sure the charging function is including. Thats why the plasma pistol was included. You nulled out the regular shot and left the charged shot in.

Although the trigger does indeed charge, it will not have the charge lag time or cut off.
Meaning it should require no less than 3 seconds to charge up, any less nothing happens.
And the charge limit to fire it at that 3 second mark.

Either swap it out with another weapons spawn, or create a new spawn in entity.
